The defensive back made a big impact for the Buckeyes from 2013-15. Powell recorded eight interceptions in three seasons and combined for 195 tackles.
The signing is welcomed news for Ohio State fans who also cheer for the Browns. Powell joins Terrelle Pryor as former Buckeyes on the Cleveland roster.
